Planning & Project Management Projects
- “Bayside Gardens” Crematorium,
Hervey Bay
• CadCon Surveying and Town Planning Sunshine Coast, were the principal planning consultants for this successful
project. All Council and EPA issues were considered and incorporated
in planning for the project and following receipt of a development
approval the building and surrounds were constructed and commenced
operation. Subsequently a rival operator proposed a similar venture
in the immediate catchment area. CadCon Surveying and Town Planning Sunshine Coast, successfully joined Council
as a respondent against refusal of the proposal by Council. Grounds
argued and accepted by the court included site suitability and
ultimately need. CadCon provided the significant majority of background
research used in the court action and successfully liased with
and coordinated expert witnesses.
- “Walz Construction”, Industrial
Development, Gladstone
• Development Application (MCU and IA) for Sandblasting,
heavy machinery fabrication and lay-down area, Calliope Shire.
• Undertake all investigations and research and make all
applications necessary to facilitate planning approval, construction
and operation of a sandblasting and heavy machinery fabrication
and lay-down site in the Gladstone area. Issues include flood
levels, acid phosphate soils, proximity to reserved shale-oil
deposits, Environmentally Relevant Activities, proximity to and impact
on a State Controlled Road. Preliminary advice has been sought
from the Department of Natural Resources and Mines, the Bureau
of Mines and Petroleum, the Main Roads Department, the Environmental
Protection Agency and the Department of Local Government and Planning.
The proposal is currently in the preliminary design stage. Further
feedback to ensure all issues have been considered in the design
will be sought prior to application.
- Crematorium, Atherton
• Proposed Development - Crematorium, Atherton Shire.
• The proponent engaged me to undertake comprehensive site
analysis, design assistance and feasibility studies to determine
whether a particular site was suited to a crematorium development.
Subject to the conclusion of the site analysis and feasibility
study my advice has been accepted and is being incorporated into
a crematorium design prior to final preparation of the planning
application and lodgement with Council. Issues include proximity
to a State Controlled Road, need in the planning and economic
sense, access, environmental considerations (emissions etc), land
tenure considerations.
- Multiple Unit Development,
Buderim
• Development Application (MCU) Multiple Unit Development,
Maroochy Shire.
• A potential purchaser of the subject site engaged CadCon Surveying and Town Planning Sunshine Coast to
undertake site analysis and planning investigation into the prospects
of a multiple unit development that was prima facie contrary to
the planning scheme intent for that locality. CadCon's investigations
and preliminary negotiation with Council showed the development
was in fact consistent with the broader intent of the planning
scheme and technical considerations could be provided to enable
a successful development. Tasks included extensive investigation
and research into previous activity on the site and specific issues
affecting the site including landslip issues, proximity to a State
Controlled Road, access considerations, stormwater discharge,
amenity for neighbouring residences. Subsequent to CadCon Surveying and Town Planning's investigations,
report and liaison with Council the owner decided not to proceed
with the sale to the client and to undertake the development application
themselves. They engaged a planner they had a long-standing relationship
with though continued to use CadCon Surveying and Town Planning for site surveying.
- Rural Residential Subdivision, Caboolture
• Lot Reconfiguration - Rural Residential Subdivision, Caboolture
Shire.
• The developers engaged CadCon Surveying and Town Planning Sunshine Coast to undertake all planning and
surveying associated with the development. Issues included Q100
flood levels and urban design that balanced yield, practicality
and flooding issues. Council approved the design and planning
application and accompanying flood study prepared by a consulting
engineer. CadCon Surveying and Town Planning subsequently managed all aspects of the development
through to completion of construction and sealing of the survey
plan.
- Aquarium, Mooloolaba
• Development Application (MCU) – Aquarium, adjacent
to the Post Office, Mooloolaba, Maroochy Shire.
• On the face of it this was a simple application to replace
one shop with another. Car parking in this area is however a major
issue. Consequently a traffic-impact analysis and comparative
studies with other aquaria in the area were undertaken. The analysis
revealed that CadCon Surveying and Town Planning's client’s proposed use could not be catered
for with the available parking and a contribution to offsite parking
was required.
- Re-development of a dis-used Pizza Hut, Maroochydore
• Development Application (MCU) - Multiple Potential Uses
of a disused Pizza Hut Site, Maroochydore, Maroochy Shire.
• The site, located on Aerodrome Rd, one of the major roads
in Maroochydore, had been disused for several years. CadCon Surveying and Town Planning's client
sought to have in place planning approval for several alternative,
potential uses including a bank, a medical centre and professional
offices. CadCon undertook analysis and provided a proposal report,
incorporating the design prepared by the building designers in
accordance with their expertise and Cadcon's planning advice, demonstrating
that worst case impacts for each of the potential uses had been
considered and were catered for in the design. An approval was
achieved and a bank is now trading on the site.
- Stables, Caloundra
• Development Application Investigation (MCU) – Stables,
Caloundra Shire.
• The issue of alternative uses for canelands is a major
issue on the Sunshine Coast in 2004/2005. Cadcon Surveying and Town Planning's client proposed
stables on a caneland site. CadCon Surveying and Town Planning was engaged to undertake site analysis
and examination of the proposal, initially against planning scheme
requirements and subsequently for specific purpose suitability.
In the end Cadcon concluded that, from examination of Council mapping
records and site mapping, 24-hour access to the site could not
be guaranteed in the event of a Q100 flood event. This precluded
the proposed use – owners of racehorses need assurance that
their animals can be catered for around the clock. Low-lying access
meant the site was unsuitable.
- Service Station Due Diligence, Forest Glen
• Development Application Investigation (MCU) – Service
Station and Major Truck Maintenance Garage, Maroochy Shire.
• The proposed use was on a site on which was located an
existing, trading service station – approved under the previous
planning scheme. CadCon Surveying and Town Planning's client was looking to purchase the site and
to add to its use through the construction and operation of a
major truck-maintenance facility. CadCon Surveying and Town Planning conducted exhaustive due diligence
and planning approval searches. Whilst the proposed use was supported
by the Planning Scheme for the locality other issues included
proximity to a creek, low- lying land and highway access
considerations. CadCon concluded that the use was suitable and technical
issues could be overcome.

Surveying
We were engaged as the independent surveyors to undertake all
volume surveys for peat extraction and clay fill on this large
development site. Both the earthworks contractor and the supervising
engineer have accepted the accuracy and fit for purpose reports
we have produced for volume monitoring and payments throughout
the life of the project saving time and money for both parties.

CadCon Surveying and Town Planning, GIS Projects and Spatially Accurate Digital Cadastre
Projects
- DCDB Spatial Upgrade Projects
CadCon Surveying and Town Planning have created in excess of 100,000 spatially accurate digital
land parcels in digital cadastres for five Local Governments across
Queensland. Accuracy has been delivered at the 95% level to specifications
of ±0.1m in urban areas and between 0.5m and 1m in rural
areas depending on client specifications. Each of the new spatially
accurate representations of the cadastre (SPARC) or digital cadastres
we have created is now in operation in the respective Local Government
spatial information systems and have been incorporated into the
state datasets.
- DCDB Maintenance Projects
CadCon Surveying and Town Planning Sunshine Coast currently maintain the spatial integrity of Hervey Bay City
Council’s digital cadastre. After having successfully completed
a DCDC Spatial Upgrade Project CadCon Surveying and Town Planning have been engaged to incorporate
new data into the system. This activity maintains and enhances
the SPARC’s spatial integrity and continues to increase
its value for internal users and external customers alike.
- GIS data integrity checking, cleansing and
matching, Maroochy Shire
Maroochy Shire engaged CadCon Surveying and Town Planning Sunshine Coast to integrity check Council’s existing
GIS data sets and resolve any discrepancies within the data. This
involved liaison with data owners and knowledge on CadCon's part as
to the purpose of the data and the decision-making processes surrounding
the data. Having cleansed and established the integrity of the
data CadCon Surveying and Town Planning were then tasked to match it where appropriate to other
data sets including a spatially accurate the digital cadastre
CadCon had created for Council. The purpose of the exercise was to
enable valid decision making by internal users relying on data
of guaranteed accuracy. The project was successfully completed
and data sets are incorporated into Council’s Spatial Information
System.
- Digital Cadastre Distortion Modelling or
Associatively, Noosa Shire
Having undertaken a spatially accurate digital cadastre project
for Noosa Shire they were then in need of bringing their relatively
mapped assets into line with the new cadastre. Many of Council’s
existing datasets were mapped relative to the existing, spatially
inaccurate digital cadastre. In order to preserve and enhance
the value of these datasets distortion modelling was undertaken
to map the relationship of the new spatially accurate digital
cadastre to the old, inaccurate version. Having rigorously verified
the validity of the model the distortion model was then delivered
to Council such that it could be applied to existing datasets
thereby re-creating the same relationship. By this process existing,
relatively mapped datasets now had immensely more value –
if their relative mapping was accurate in the first instance,
by preserving the relationship and attaching this relationship
to the new spatially accurate digital cadastre they too became
spatially accurate!
